Now, in the 21 st century, when internationalization and globalization are becoming ever more important, it is essential that basic university education cover all aspects of student's personal development. It must confirm students' own individual values, give them an understanding of the close relationship between the individual, society, the country and the world, advance their professional abilities, increase their international competitiveness and make them good citizens of the world.
Although Kainan University can be said to be a relatively new part of the higher education system in Taiwan, it is firmly based on the application of the above mentioned concepts. The aim of this school has from its inception been totally focused on advancing the task of educating our students, an objective that The 2007 International Seminar on Fundamental University Education will invite academics and specialists from every field to participate in and discuss. It is hoped that this exchange of opinions will result in a common effort towards deepening fundamental university education, both in Taiwan and the world.

2007 International Conference on Risk and Security Management
Since the terrorist attack of September 11, 2001 occurred in New York City, all the developed countries have shown more researches on the issues of Risk Management and Security Management. This is particularly true on Taiwan since the earthquake of September 21, 1999 when about 900 people were killed and more than 5000 were injured. A secured environment and risk-control-emphasized society have become one of the important measures of the stability of a country. In order to reduce the potential damages and environmental problems caused by natural perils and man-made risks as well, we have to identify hazards and cost-effective means to decrease risks while improving the efficiency of response and rescue operations. The aim of the conference is to provide a forum for the discussion of new researches and technical developments into ways to better risk management and security management by bringing together international experts and practitioners to present and discuss the latest technical advances and new thinking. You are reminded that this conference is a continuation of such last year, organized by the same Department at Kainan University.
Hopefully this conference will conclude some state-of-the-art results addressing latest issues in risk management and security management. The topics of this conference will include general risk management, financial risk, credit risk in enterprise and market, assets and liability risk, technology risk, engineering risk, operational risk, disaster management, insurance, public security, private security, security industrial development, information security, etc. The conference will focus on the algorithms, theory and techniques for risk and security management and optimization.

2007 International Conference on Globalization and Administrative Governance
Globalisation has transformed and compressed the world into a flat world. Without doubt, this trend provides numerous opportunities for each of us. In terms of social science, it is argued that globalisation symbolises the end of nation-state. This argument gives risen to a conception of ‘transnational state’, which argued the importance of transnational internal policy of the glocal states.
This conference aims to discuss the relationship between public administration and governance under globalisation. At least three topics will be discussed throughout.
a. The difference between government and governance.
b. The difference between hierarchy and heterarchy.
c. Effective models of governing in the globalised world.
The transformation of state’s power under globalisation has challenged the ideas of public and private. Since this change is inevitable, one needs to realise the change and confront with it properly.
